The situation is dire in the Nursing home for elderly and helpless persons in Osijek, there are only one nurse and two caregivers in the third shift distributed over 180 people located in the station and another 164 users. Due to the insufficient staff, certain people don't ask to get out of bed and to go for a walk, so they spend their entire day lying in bed in their home in Viskovo.

One user, who has been in the Makarska home for five years, never got outside. It was revealed during the recent visit of the three homes, of which Viskovo is a private home, and the other two are under County jurisdiction. The situation was described by the protector Lora Vidovic in her report for 2017.

While Osijek home encourages older people to get out of bed and to leave their rooms, in Makarska, due to the lack of organized activities, the sick with dementia spend their time sitting in the facility, or in their rooms, or walking in the locked part of the hallways, which has only one stationed caregiver.

All of this negatively impacts the quality of life of the users, warns the protector. In her annual report, she gives 231 recommendation for the problems of human rights violations, vecernji.hr writes.

- Depopulation is connected with the lack of available public services so it is necessary to devise measures that suit the needs of the citizens as soon as possible. Unfortunately, you can often hear the statements in the public space about the unsustainability of the current situation, but they are not followed with appropriate and concrete public policies that would change the situation for the better - L. Vidovic said.

She mentioned the example from Zumberk, where few citizens have to travel 47 kilometers to Karlovac hospital, and Croatian Health Insurance Fund does not acknowledge the travel costs because the limit for that is 50 km!
