"Kosovo and Metohija remains in preamble": Justice minister on changes to Serbia's Constitution

Kosovo and Metohija remains in the preamble of the Constitution of Serbia, Minister of Justice Maja Popovic said today and added that amendments to the Constitution are one of the most important activities in the Action Plan for Chapter 23.

Changes to the Constitution in the field of justice are the most important regarding the rule of law, said Popovic and added that the rule of law leads to a legal system that provides legal security.

"When you have a state where there is legal safety, foreign investors also come, which means a significant creation of new jobs for citizens, and thus an increase in their standard of living," said Popovic.

She said that corruption is a matter of ethics, morals and integrity of every judge, and added that there is no legal norm that can prevent corrupt behavior, but that it can be sanctioned.

In that regard, she stressed that judges must have adequate salaries because that will reduce the possibility of corruption.

Popovic believes that judges are currently well paid, adding that there is always the possibility of increasing those salaries, but that we must act within our capabilities.

She said that the proposed changes to the Constitution envisage that judges and prosecutors will no longer be elected by the parliament, and added that they will be elected by the High Judicial Council and the High Council of Prosecutors.

As Popovic explained, the plan is to have five judges and five prominent legal experts in the High Judicial Council, and four prominent lawyers, four public prosecutors, i.e. deputy public prosecutors, the state prosecutor and justice minister in the High Council of Prosecutors.
