"Entry into Montenegro is allowed to Montenegrin and foreign citizens from certain countries only if they meet one of the four conditions: proof of vaccination (one or both doses), a negative PCR test not older than 72 hours, proof that they already had Covid or a negative rapid antigen test not older than 48 hours," said the director of the Institute of Public Health Igor Galic.

He announced at a press conference that persons unable to produce one of these four pieces of evidence will have to self-isolate for 14 days. Self-isolation can end after six days if a person tests negatively.

"Montenegro can still be entered unconditionally across the border from Serbia, Croatia, Bosnia and Herzegovina, Albania, Kosovo and North Macedonia," said Galic.

Since January 13, 2021, citizens of Serbia have been able to enter Montenegro without fulfilling any conditions related to Covid documentation. It is still enough to only show passport or ID card at a border crossing.

Weddings, birthdays, and other private celebrations that are organized in hospitality establishments in Montenegro can be held if there is at least one proof from the National Digital COVID certificate, which must be had by both hosts and guests of the event.

"To be fully vaccinated or vaccinated with a single dose of a coronavirus vaccine; to possess a negative PCR test not older than 72 hours, to possess evidence that the person has had Covid (not less than 14 and not more than 180 days since a positive PCR or rapid antigen test), to have a negative rapid antigen test that is not older than 48 hours," said Galic.

He said that hospitality establishments are under obligation to appoint a person who will make sure the prescribed measures are respected. He reminded that performing live music indoors is prohibited.

"Spaces in the field of culture that imply a simultaneous presence of several persons in the same space (theaters, cinemas, museums, galleries, etc.) can be visited if the person has at least one of the four listed proofs from the National Digital COVID certificate. Each institution must appoint a person responsible to control compliance with the prescribed measures," Galic pointed out.

He said that more than 50 adults gathering and staying in an open public place (sidewalks, squares, streets, promenades, etc.) is prohibited, while prescribed measures (mask wearing and keeping distance) should be respected.
