So, given the inherent self-interest in avoiidng re-districting, unyielding and relentless pressure on the legislature will likely be necessary, even if 138 of them have supported this idea in concept. To increase the likelihood that safe seats with a narrow constituency will be made more competitive takes political courage and a genuine commitment to more open democracy. Not too many legislators and politicians really have that spirit once they do get into office.
