The entire region, but also the whole of Europe, is awaiting the outcome of the second leg of the first matches of the 3rd round of qualifications for the Champions League, because of the potential playoffs clash between Red Star (Crvena Zvezda) Belgrade and Dinamo Zagreb.

Both Red Star and Dinamo drew at home in the first games, so we are not closer to their mutual match that would be marked as high-risk.

It is almost certain that UEFA would not allow visiting fans, especially bearing in mind what happened in Zagreb when the Legia Warsaw supporters came there, and a proper fan war was seen in the streets.

However, after the Dinamo v Legia game, the question is whether Dinamo will be allowed to have their own fans at their the stadium in that potential match against Red Star, because the most ardent supporters of the club created a scandalous incident during the match against Legia. Ustasha (regime of Nazi allied Independent State of Croatia, NDH) flags were displayed, along with an Ustasha slogan which was used by the 369th Reinforced Infantry Regiment, which fought on the Eastern Front during the Second World War with Hitler's Germany.

The number 369 was also on the flags that Dinamo fans displayed at the Maksimir stadium.

These are flags that also have the coat of arms where the checkerboard starts with a white fields, which was used during the NDH. (The present day coat of arms differs in that is starts with a red field.)

UEFA is known to have zero tolerance when it comes to such incidents, which it treats as racism, so it is not ruled out that Dinamo will be investigated.

The only question is whether the UEFA delegate who watched the match understood the difference between the official Croatian flag and those with Ustasha symbols that were displayed at Maksimir.

English journalist Sam Street posted about this along with a photo from the stadium:
