40 consecutive attempts to constitute Assembly in Pristina all result in failure

The constitutive session of the provisional institutions' Assembly in Pristina was interrupted today for the 40th time, as Self-Determination's proposal to organize a secret vote to elect the president of the Assembly was once again rejected.

The Democratic League of Kosovo, the Democratic Party of Kosovo, the Alliance for the Future of Kosovo and the Serb List again chose not provide members from their ranks to form a commission that would oversee the secret ballot.

51 out of the 100 deputies present voted in favor of forming the commission.

The session is now scheduled to resume on July 3.

Self-Determination's for Assembly president remains Albulena Haxhiu. After six attempts to get her elected were unsuccessful, Self-Determination came up with the idea to organize a secret vote - but that also continues to be rejected.

A meeting between the leader of Self-Determination Allbin Kurti and representatives of opposition parties held on Saturday did not produce an agreement on finding a way out of the institutional crisis.

The so-called constitutional court of Kosovo issued a judgement on June 26 according to which the deputies are under obligation to conclude the constitutive session within 30 days at the latest, by electing the Assembly president and their deputy.

That court also stated that the session which started on April 15 and its many resumptions have not been conducted in accordance with the constitution of the provisional Pristina institutions.

Based on the results of the elections held on February 9, no party has enough deputies to form a government on its own.

The Self-Determination has 48 mandates, the Democratic Party of Kosovo 24, the Democratic League of Kosovo 20, the Alliance for the Future of Kosovo and the Nisma Initiative eight each, the Serb List nine, the Party for Freedom, Justice and Survival one, while the remaining 10 seats belong to representatives of other non-majority communities.
