Pristina: 43rd attempt to constitute Assembly fails

The constitutive session of the Assembly of the provisional Pristina institutions was suspended today for the 43rd time.

The proposal tabled by the Self-Determination party, to make the vote to elect the president of the Assembly secret, has yet again not been accepted.

Opposition parties continue to refuse to nominate deputies from their ranks as members of a commission that would organize the secret ballot.

Today, 55 out of the 99 deputies present voted in favor of setting up the commission.

The constitutive session is scheduled to resume on July 9.

The 42nd attempt on Saturday was marked by a reported bomb threat, as a result of which the building was evacuated, with the deputies unable to return to the hall before the evening.

Self-Determination's candidate for Assembly president remains Albulena Haxhiu. During the initial six attempts to elect her, Haxhiu never received more than 57 out of the necessary minimum 61 votes.

Faced with this, Albin Kurti's party moved to hold a secret vote, but that proposal has thus far failed dozens of times.

The so-called constitutional court of Kosovo issued a judgement on June 26 according to which the deputies are under obligation to conclude the constitutive session within 30 days at the latest, by electing the Assembly president and their deputy.

After this, the president of the provisional institutions in Pristina, Vjosa Osmani, held separate talks with leaders of parliamentary parties, but that failed to break the deadlock.

Based on the results of the elections held on February 9, no party has enough mandates to form a government on its own.

The Self-Determination has 48 seats, the Democratic Party of Kosovo 24, the Democratic League of Kosovo 20, the Alliance for the Future of Kosovo and the Nisma initiative eight each, the Serb List nine, the Party for Freedom, Justice and Survival one, while the remaining 10 mandates belong to representatives of other non-majority communities.
