First regional power exchange established: Operators from Serbia, Slovenia and EPEX SPOT join forces

ADEX was created through a corporate merger of BSP Southpool and SEEPEX, headquartered in Ljubljana

Operators of transmission systems from Slovenia and Serbia, together with the electricity exchange of European countries EPEX SPOT, established the first regional electricity exchange for Central and Southeastern Europe - ADEX, the company Elektromreza Srbije (EMS) announced today.

Alpine-Adriatic Danube Power Exchange - ADEX, the first regional power exchange for Central and South-Eastern Europe, was officially established on December 23 in Ljubljana via formal signature of its founding members - ELES, EMS, and EPEX SPOT.

ADEX was established in the way of corporate merging between BSP SouthPool and SEEPEX, with the company's headquarters in Ljubljana and main permanent offices in Ljubljana and Belgrade. The newly founded ADEX will offer harmonized one-stop-shop spot power trading services in Slovenia and Serbia, with the ambition to extend business to other countries in the Central and South-Eastern European region, EMS said.

"With the establishment of the regional power exchange ADEX, the Slovenian BSP Energy Exchange, which has been present only in the Slovenian market, became an essential player in the electricity market of the wider European area. I am proud that ELES, as 100 percent owner of BSP, together with its strategic partners with a clear vision, has managed to achieve this enviable milestone, which is at the same time the first step towards a solid regional electricity exchange," said Aleksander Mervar, CEO of ELES transmission system operator of the Republic of Slovenia and the President of ELES Group.

EMS General Manager Jelena Matejic said that "this extraordinary achievement will additionally boost regional electricity market development and provide a robust and reliable market environment needed for new RES investments and sustainable 'green transition'."

The short-term milestones of ADEX will be to deliver a new Intraday market in Serbia and coupling the pivotal Serbian Day-Ahead market with the pan-European Single Day-Ahead Coupling (SDAC) as soon as possible.

The CEO of SEEPEX, Milos Mladenovic, says that acting in the past few years as the only one operational power exchange in the WB6 region, SEEPEX has already become trustful and reliable regional marketplace for all members.

"This innovative ADEX context will provide a significant added value, not only to the Serbian and Slovenian spot electricity market and corresponding market players, but also to the overall business and investment environment in this part of Europe," he stated.

BSP SouthPool operates a physical day-ahead market and intraday market with market coupling services in Slovenia and local and cross-border clearing and settlement services. In 2022, its 30 members traded 10.5 TWh with an annual clearing turnover of 3.5 billion euros.

ELES is the power transmission system operator in Slovenia and operates a network of 400 kV, 220 kV, and 110 kV transmission lines with a total length of 2,955 kilometers. Geographically on the crossroads between western, eastern, and southern Europe, ELES manages the foundation of transit flows and secures reliable transmission and distribution in several neighboring countries.

Joint Stock Company Elektromreza Srbije (EMS) is a transmission system operator in the Republic of Serbia whose duty is to ensure secure and reliable electricity transmission, efficiently operate the transmission system, and secure optimal and sustainable development. EMS operates a network of 400 kV, 220 kV, and 110 kV transmission lines with nearly 10,000 kilometers, the company said.
