Child held on a LEASH, woman PULLING her back: Shocking video taken in Belgrade, is this a joke?

A woman sitting next to another in a children's playground was captured on video as she watched a little girl who was trying to run around.

What is shocking in the fact that the child is tied on a leash, attached to the neck area. As the child tries to break away and run, this woman pulls the leash.

The shocking video was published on the Serbia Live Belgrade Instagram page.

"A woman, near Olimp, Vjekoslava Kovaca Street, near the pool. She tied the child on a leash and wouldn't let her move. The services should react as soon as possible! Horrible situation, the child was crying. I can't do anything, a minor sent me the video," said the caption.

If this is not some kind of joke and there is no explanation for the situation, it is truly is disturbing and concerning.
