Constitutional Court of so-called Kosovo: Deputies must constitute Assembly in Pristina within 30 days

The Constitutional Court of so-called Kosovo issued a ruling on Thursday, according to which members of the Assembly in Pristina are under obligation to conclude the constitutive session within 30 days at the latest, by electing the Assembly's president and vice president.
That court also determined that the session that began on April 15 and its continuations so far were not conducted in accordance with the constitution of co-called Kosovo.
The case was initiated by 11 deputies, who requested an assessment about the constitutionality of the decision of the Assembly in Pristina to reject the formation of a committee that would organize a secret ballot to elect the president, as well as all similar decisions made during the session held in April and May.
In the explanation, the court stated that the right to nominate the president of the Assembly, reserved for the largest parliamentary group, cannot be used to block the process of constituting the Assembly.
The session of the Assembly of the provisional Pristina institutions was interrupted the day before for the 37th time, as the Self-Determination proposal for a secret vote was once again rejected.
The session is set to resume today.
The constitutive session began on April 15, based on the results of the elections held on February 9. No party has enough seats to form a government on its own.
Self-determination has 48 seats, the Democratic Party of Kosovo 24, the Democratic League of Kosovo 20, the Alliance for the Future of Kosovo and the Nisma initiative eight each, the Serb List nine, the Party for Freedom, Justice and Survival one, while the remaining 10 mandates belong to representatives of other non-majority communities.
