State Secretary in the Serbian Ministry of Foreign Affairs Nemanja Starovic said last night that the dialogue between Belgrade and Pristina is not actually about ID cards or license plates, but about the plan of Prime Minister of Pristina's provisional institutions Albin Kurti to escalate the situation on the ground.

Starovic told RTS that the circumstances are such that it is difficult to expect any progress.

He said that EU foreign policy chief Josep Borrell's address was telling in that he spoke about the fact that the meeting was called because of the escalation of the crisis on July 31.

"He spoke about some kind of crisis management, he said that there was no agreement and that the talks will continue," said Starovic.

The Serbian official stressed that the most important thing is that Borrell said there can be no talk of any progress.

"We see that even the implied official optimism of the mediator has melted away, and all together this is actually a reason for serious concern about what could await us in the coming days," said Starovic.

He added that Borrell and Miroslav Lajcak had the opportunity to once again see how impossible it is to conduct a dialogue process when someone like Albin Kurti, who really does not believe in dialogue, is on the other side.
