"Mogherini should have put her foot down when Pristina first introduced taxes"

Kukan is also in favor of appointing a special envoy to resolve the dialogue

EU High Representative Federica Mogherini has not shown sufficient leadership in the dialogue between Belgrade and Pristina, and I doubt that Josep Borrell will do better, says former European Parliament member (MEP) Eduard Kukan.

"The moment Kosovo imposed tariffs on Serbia, she should have traveled there and slammed the table," EWB reports Kukan as telling the Slovak Foreign Policy Association (SFPA).

He also said he doesn't think that Mogherini's successor, Josep Borrell, will do a much better job.

"I remember him when he was president of the European Parliament. His nomination surprised me because the Spaniards have much more dynamic and younger politicians," Kukan said.

Kukan is also in favor of appointing a special envoy to resolve the dialogue.

Asked to comment on the idea of a land swap that was in circulation last year, Kukan said it was not just a campaign strategy.

He said he expects the issue of Kosovo's recognition by exchanging territories with Serbia to come back, but warned this could destabilize Bosnia and Herzegovina.

Kukan said was personally opposed to the idea.

When it comes to North Macedonia, Kukan thinks it could get a date to start (EU membership) negotiations in the fall, while according to him this scenario is less realistic when it comes to Albania.
