Jotić , a member of the Movement for the Neutrality of Montenegro, believes the editorial board of the school magazine compromised his fundamental human rights.

- My right to freedom of personal opinion and, above all, the right to a different opinion as a basis for a democratic society are threatened. All this was done without my knowledge and permission, and is it also related to fraud. As an adult member of this society, I have an absolute right to hold an opinion which, among other things, I articulate in my involvement in the Movement for Neutrality of Montenegro - and behind it, I will continue to stand firm . That's my basic human right,which is guaranteed by the Constitution - said a high school student from Kotor.

From the leadership of the Kotor High School to "Vijesti" was confirmed that Jotić's photos were retouched and that the graphics on his T-shirt were removed by a program prior to its publication in the school newspaper.

The Principle of the High School, Bozo Perovic points out that, as a teacher, although he is glad to have students ready to freely express their opinion, the statute of the institution prohibits any political activity at school.

- According to the provisions of the Article of the High School Statute, concerning the regulation of duties of students, among other things, it says that "during the school year, students are not allowed to causes national or religious intolerance within the school; to politically organize and act in the interest of a political party ". The High school respects the legal right of each individual - the freedom of speech and expression of opinion, which is not contrary to the basic legal act of the school - said Perovic.

He points out that if the school, as an educational institution supported  the publication of any commitment which has political connotations, it would violate the law and  would be considered to be standing on the side of this determination.

Jotić believes that in retouching the message on his shirt, "NATO promoters showed great weakness and helplessness when they fear an ordinary shirt, of an ordinary high school student."

The director, however, explains that he himself, like any citizen, has his own opinion on Montenegro's entry into the alliance, but can not disclose them, nor his other procedures to promote activities in the school he manages.
