Kovac told Slovenian daily Delo that in relationships with its neighbors, Croatia would behave as an actively involved and responsible member-state of the European Union.

He said that Croatia supported Serbia's European path, but membership negotiations would require certain changes in Serbian society.

And that is not easy as these reforms must be very painful, something that Croatia experienced in making the changes and adjustments needed to become part of the European family.

With Serbia, as well as with other membership candidates, Croatia will be firm but fair, said Kovac.
