Heinz Wilhelm, German Ambassador to Serbia, said that Germany wants to open negotiation chapters with Serbia as soon as possible but that it must solve the Kosovo issue.

From the German perspective, a precondition for the opening of the chapter is to open Chapter 35 first, which relates to the issue of Kosovo, and the opening of that chapter requires the full implementation of the Brussels agreement, said Wilhelm.

The German Ambassador pointed out that "the establishment of the Association of Serbian Municipalities is still missing and that discussions are in progress", according to him, after the opening of chapter 35, Chapter 23 and 24 can follow.

- As for the negotiation process of Serbia, the Kosovo issue is a particular problem that must be resolved - said Wilhelm

When asked about the formulation of the "normalization of relations with Kosovo," Wilhelm said that "normalization does not mean recognition, but the establishment of  good neighborly relations."
