That, however, doesn't reflect the number of employees in the public sector where the number grew for 2000 in one year. So the number of employees in the public sector at the end of 2015 was 230.027, and it has risen to 232.240 at the end of June 2016, shown by the data of the Ministry of Administration.

In that time, the number of citizens was reduced from 4.300.000 to 4.075.000. It turns out that the number of clerks has risen for 6.5 percent in one and a half years.

According to Eurostat data, Croatia has a total public spending of 156 billion kunas. They are at the very top for allocations for administration and public debt - 19.5 percent of total spending goes to that, which is over 30 billion kunas.

Indeks says that it is clear that situation, where the public sector is expanding, and the most productive part of the citizens are running away abroad, is unsustainable in long-term, because, there will be no one to pay the taxes to finance everybody in the public sector.

It came to this because Croatia was in recession for six years and hundreds of thousands of people in private sector lost their jobs. In that time the state spending kept rising, the government behaved as if nothing was going on - except they kept getting into debt and increasing taxes. 

It all resulted in moving out and public debt of almost 300 billion kunas.
